Barriers to Procurement

The Welsh Assembly Government has published a research report on the Barriers to Procurement faced by small and medium sized businesses. The primary aims of the research were to review the present supplier pre-qualification practices used across the Welsh public sector, consider barriers to engagement and examples of good practice; seek to establish a clear legal view and to produce a framework of good practice which will be adopted by the public sector in Wales.

The report makes sixteen recommendations in the following areas:

1) Standardization of the PQQ

2) Transparency

3) Training and Education

4) Accountability

5) Supporting Systems
